Command Master Chief Twiford, a native of Norfolk, Virginia, enlisted in the U.S. Navy in June, 1995, and after boot camp at Recruit Training Command, Great Lakes, Illinois, he attended Cryptological Technician (Collection) A and C School in Pensacola, Florida.

He earned a bachelor's degree in history from Excelsior College in 2009. Master Chief Twiford is a graduate of the Navy's Senior Enlisted Academy (SEA 141 Khaki), National Defense University's Keystone course, and the Navy Post-Graduate School's Senior Leader Seminar and is a designated Master Training Specialist. He is qualified in Surface, Aviation, Information and Submarine Warfare.

After completion of his A and C schools, Twiford reported to USS Kearsarge (LHD-3) in Norfolk, Virginia.

His subsequent tours include Naval Security Group Activity, Kunia, Hawaii; Recruit Training Command, Great Lakes, Illinois; USS Jacinto (CG-56) Norfolk, Virginia; and served as the command senior chief of USS Constitution, Boston, Massachusetts, when he earned his first Meritorious Unit Commendation in 16 years and the fourth in his 213-year history as well as the Golden Anchor and Blue H, a first in the ship's history.

Twiford was then selected for and served as command master chief of U.S. Naval Activities Spain/Naval Station Rota, Spain; USS Mesa Verde (LPD 19), Norfolk, Virginia; USS Kearsarge (LHD-3), Norfolk, Virginia; and Navy Region Southeast, Jacksonville, Florida.

He reported as command master chief, Recruit Training Command in May 2018.

His awards and personal decorations include; the Meritorious Service Medal (four awards), Navy Commendation Medal (four awards), Navy Achievement Medal (four awards), multiple unit citations and RDC Distinguished Leadership Award.
